S. K. F. Kujur
B.Sc., MBA (UK), IA&AS (R)

Mr. Kujur, on retirement from the Indian Audit & Accounts Service (IA&AS), was appointed (April 2003) as the first Chairman of the Jharkhand State Electricity Regulatory Commission. He subsequently became the member of the South Asia Forum for Infrastructure Regulation (SAFIR), an organization established by World Bank. These developments led to his appointment as the Chairman of Forum of Indian Regulators. Mr. Kujur is well renowned for his knowledge and experience related to power reforms and energy efficiency matters and represented Indian Electricity Regulators in World Energy Regulators Conference in Washington DC, the World Energy Congress in Rome, and the World Bank programme at University of Florida, USA.

His civil service career included important positions such as the Minister (Audit) in High Commission of India office at London, Principal Accountant General of Bihar and Jharkhand, several positions in states such as Himachal Pradesh, Madhya Pradesh, New Delhi (C&AG of India), Assam, Meghalya, Arunachal Pradesh, Mizoram, Tamilnadu, and Pondicherry. He also worked at senior positions in the Union Public Service Commission and Central Vigilance Commission.

Mr. Kujur travelled across the world to certify UN Trust Funds and audit missions to Indian Embassies which included many trips to assist Indian delegations to the United Nations General Assembly, World Health Organization, UNESCO, IMO and the OPCW. However, his keen interest in the power sector took him to attend workshops, meetings on power reforms in Pakistan, Sri Lanka, Bhutan and China. He also wrote a paper on “Developing Rural Electrification—Jharkhand a Case Study” published in “Indian Journal of Public Audit & Accountability”.

His specific contributions in recent times may be summed up as follows:

  • Preparation of tariff petition in the power provisions for the fully air-conditioned stadium through green power (Public Works Department of Government of Delhi)
  • Assisting in power sector reforms (Steel Authority of India -Bokaro Steel Plant)
  • Assisted the High Level Panel (appointed by the Planning Commission) on power distribution utilities.
